Lake Windermere Management Plan

 Background

The Regional District of East Kootenay (RDEK) and the District of Invermere (DOI) have initiated a process to develop a Lake Windermere Management Plan.  Catherine Berris Associates Inc. of Vancouver, BC has been hired to write the plan.  The Lake Windermere Management Plan will guide long term management decisions and direct local government planning for the lake and shoreline. Upon completion, the Lake Windermere Management Plan is intended to be adopted by both the RDEK and the DOI and utilized by provincial and federal approving authorities to guide decision making.

The objectives of the planning process include:

•     To conduct a comprehensive analysis and synthesis of existing information on environmental, social and cultural resources and values associated with Lake Windermere.

•     To engage the public and stakeholders in a planning process that will both inform participants and solicit input on existing conditions and potential management strategies.

•     To prepare a management plan that may include: a water zoning model, lake management policies, best management practices and development guidelines.

An Advisory Group comprised of local area residents and landowners was established to provide advice and feedback to the consultant and the RDEK on the public consultation process and management plan content.  The Advisory Group has met several times over the past year to review the consultant’s work and provide comments on the planning process.

Two planning workshops were held on July 21st, 2009 to initiate discussion about existing lake conditions and potential management strategies.  Following the workshops an individual comment form was circulated by the RDEK.  The comment form results were tabulated and the feedback received was used to guide the policy direction of the Lake Windermere Management Plan.  Information about the public responses can be found in the “Other Links” section below.

 

The Draft Plan

The draft plan was reviewed by the Advisory Group on April 20, 2010.  Their feedback has now been incorporated into an updated version of the draft plan.  The plan and accompanying map schedules can be viewed by following the links below:

Please provide the RDEK with your comments on the draft Lake Windermere Management Plan.  Email your comments to lakewindermere@rdek.bc.ca.  Your input will be used to refine content and recommendations within the plan prior to adoption.

Next Steps

The draft plan will be distributed to other government and referral agencies for comment and feedback.  After reviewing public and agency comments related to the draft plan, the consultant and staff will complete final revisions to the plan.

Once finalized, the plan will be forwarded to the District of Invermere Council and the Regional District Board for final consideration and adoption.
