What type of construction do I need a building permit for?

(Please check with the RDEK for others not listed.)  

Building permits are required for the following:

            Dwelling units

            Manufactured home placements and additions

            Wood burning appliances and chimneys

            Moving a building or structure

            Demolition of a building or structure

            Foundations

            Accessory buildings

            Garages

            Farm buildings

            Structural changes  

            Balcony (decks) construction and replacement

            Construct or renovate a commercial, industrial or public use building

     Accessory buildings greater than 10m2 in building area that are sized in
               accordance with the applicable Regional District regulations. 

 

What is the process involved in getting a building permit?

Fill out the building permit application form.  Legal description of property, roll number or property identifier is required.

  Submit a detailed plot plan indicating the location of the proposed building on the property:  

            Include elevations above existing watercourses;

            distances from existing watercourses;

            location of existing watercourses;

            location of all existing buildings;

            location of roads;

            setback distances from surrounding property lines;

            location of driveways;

            north arrow.

Construction blueprints of the building in duplicate showing the following:  

            dimensions of the building;

            details of the foundation;

            floor plans showing proposed use of each room;

            elevations;

            structural, mechanical details, and building sections indicating all building materials. 

One set of plans will be returned to you with our comments upon issuance of the permit.

Prior to issuance of a building permit for a dwelling unit or manufactured home placement, a copy of the sewerage system filings is required.  Contact the Onsite Wastewater Registration Program for a list of registered, certified practitioners at 604-585-2788 ext. 238, fax 604-585-2790, email info_owrp@asttbc.org or visit the web site owrp.asttbc.org

Please check with Ministry of Transportation regarding access @426-1500.  Access permits are necessary if on a route numbered highway.

Contact the Homeowner Protection Office (if building a single family dwelling).  Either an Owner/Builder or Residential Builder (contractor) warranty and registration proof is required.  Building permits for single family dwellings cannot be issued without the appropriate forms from the Homeowner Protection Office.  Please check out their site at www.hpo.bc.ca. Building permit applications are processed for setback and zoning approval if necessary.  Building plans are processed by the Building Inspectors.  Upon approval from the Building & Protective Services Department the applicant is notified of building fees.

Please remember all owners are to sign and date the building permit application form.

Building permit processing time is approximately ten working days.

 

 

 

What are the permit fees?

When do I get a civic address?

Upon issuance of a building permit and payment of the $15.00 civic address fee the number requisite for the building will be assigned.

 

If a building permit has not been issued and a parcel is vacant, the Regional District may, upon payment of the fee, assign a number to the parcel only in cases where a number is required for insurance purposes, for the location of the parcel by emergency services, or to allow an owner to apply for services such as hydro, telephone and cable.

 

Application forms for addressing vacant parcels are available at the Regional District offices in Cranbrook and the Columbia Valley or on line Request for "Pre" Addressing Unoccupied Property Form.

              

House Numbering:  Please note that it is the owner’s responsibility to display the assigned house number in a secure position and in a position clearly visible from the road at any time of day or night, and the number shall be not less than four inches in height placed on a contrasting background.  This house number is to be affixed within 30 days of issuance of a building permit.

 

 

How long is my permit good for?

Building permits are good for 2 years.  Renewed permits are good for one additional year at a cost of $75.00 or $2.00 per $1000.00 of the estimated value of the work to be completed.

How many hours notice do I need to get a Building Inspector to come out?

It is best to give the Building Inspectors 72 hours notice.

 

 

What days are the inspectors in the areas?  

Dick Barrett is in the Village of Radium Hot Springs on Tuesdays and Thursdays mornings.

Brock Smith is in the District of Elkford on Tuesdays
For all other areas within the RDEK, inspections are scheduled on an as need basis.  For further information please contact either the Columbia Valley office (250) 342-0063 or the Cranbrook office (250) 489-2791.

 

Can I make my own drawings?

Yes, provided they are drawn to scale and reflect all building code requirements.

 

 

 

Can I call a building inspector for technical questions?

Yes. Example:  height of handrails, built-up beam specifications, etc.

 

Do I need a business license or do I need a permit?

The Regional District of East Kootenay does not issue business licenses, however you need to check with the Planning & Development Services Department to see if zoning permits the intended business use of the property.  If you need a gst number you will need to contact your local government agent or a contractor license from the Homeowner Protection Office.

 

Dog Control

The Regional District of East Kootenay controls dog licensing in the Columbia Valley.  For licensing requirements in the rest of the RDEK contact the BC Government Agent.
